The City Manager coordinates all City operations and Staff and has been appointed by the Mayor and City Council to handle the affairs of the City of Balch Springs.

Animal Services
The Balch Springs Animal Shelter is still undergoing renovations. At this time, we are unsure when the shelter will be closed again in order to complete the floors. Due to limited space, shelter staff is asking anyone needing to surrender their animal to try to rehome it on their own. The shelter lobby is open to the public. If you have an emergency, please dial 911. To file an animal complaint, make an inquiry, or for any other issues email AnimalShelter@BalchSpringsPD.com or call the shelter at 972-557-6035 and leave a voicemail, someone will get back to you as soon as possible.

Municipal Court
Due to the COVID-19 pandemic, Balch Springs Municipal Court will not have in-person docket settings. All scheduled court appearances will be completed virtually via Zoom.
Functions
The Balch Springs Municipal Court is responsible for the adjudication of Class C misdemeanors and other state and city ordinance violations punishable by fine only. The court conducts preliminary and pretrial hearings and trials, collects fines and court costs, and issues warrants of arrest and search.
Appearing in Court
Court is held every Thursday of each month. All cases are heard at 3117 Hickory Tree Road in the Municipal Center. The law requires that you make an appearance either in person or by mail.
Citations
If you were issued a citation, you have 20 calendar days from the date the citation was issued to enter a plea, pay your fine and costs, or set a court date.
Released on Bond
If you have been released on a bond, you must contact the court for your court date (unless otherwise stated on the bond). Failure to appear according to the terms of your bond may result in a bond forfeiture lawsuit being filed against you and a warrant being issued for your arrest.

If a complainant is filed in your case, you will be notified by regular mail of your court appearance.

Residential Rental Property Registration & Renewal

Could be punishable by fine not to exceed $500.00
If you own residential rental property in the City of Balch Springs, you are required to register all of your units. Registrations are valid two years from the date of initial registration for a $25 Fee/unit. Landlords/owners who have previously registered, please be reminded that your biannual registration renewal date may be fast approaching.
Program violators, or failure to register and/or have your rental property inspected will result in fines and penalties up to $500, per amended ordinance No. 3216-16.
Obtain forms at city hall or printable online. You can register and pay online through the Permits and Inspections department on the city website.
Trash
Frontier Waste Solutions provides a comprehensive program for all refuse and recycling needs for the city of Balch Springs.
Trash services are provided twice weekly on your scheduled pickup days. All 95-gallon trash carts shall be placed at curbside by 7:00 a.m. on your designated collection day, carts and recycling bins shall not be placed out for collection earlier than 5:00 p.m. of the day prior to your scheduled collection.
Trash carts and bins shall not be stored at curbside. The cart should be placed at the edge of the driveway & road with the lid closed and 4 feet of clearance space on either side and behind the cart. Please place the 95-gallon cart handle facing your house, and within 3 feet of the curb. After your scheduled pickup, make reasonable efforts to store carts out of public view in your garage, behind a screening fence on the property or other area wherein such cart is not visible from the street.

Recycling
Frontier Waste Solutions provides recycling service to the City of Balch Springs on your First pickup day of every week.
For residents moving into newly constructed homes or into previously occupied homes, contact the city for bin delivery. By 7:00 a.m. on your pickup day, place all approved containers in your green recycle bin and all approved paper items in a brown paper sack and put on your curb or in your alley for pickup. Do not set out newspapers if it is raining or rain is forecast.

Bulky Item / Bundled Brush / Bagged Yard Waste Collection
Bulk / Bundled Brush / Bagged Yard Waste will be collected 1 x per week on your second trash service day.
Bulky Waste / Yard Waste Guidelines:
- Residents are allowed 5 yards of bulky waste every other week and 10 yards of bundled brush / bagged yard waste every other week (or 2.5 yards of bulky waste per week / 5 yards of bundled brush / Bagged yard waste per week)
- Please tie & bundle brush into 4-foot length bundles to keep your city tidy and ease collection efforts.
- Maximum of 50 Lbs. per bulky item.
Acceptable / Unacceptable Bulky Waste Items:
- Furniture
- Appliances such as washing machines, dryers, water heaters, etc.
- Refrigerators / Freezers: refrigerators and freezers MUST be tagged with proof of Freon removal by certified technician in order to collect (landfill will not accept due to environmental concerns when crushed).
- Fence Panels no larger than 4 feet x 6 feet
- No dirt, bricks, rock, concrete, sand, or construction materials
- No batteries, tires, propane tanks, oils
