New payment method with Zelle

The Hilltop Homeowners Association has added an additional method for our homeowners to pay there dues. You can now pay us using Zelle. Please see the steps below to start using this product.

STEP 1

Access Zelle

Find Zelle in the mobile banking app of our partners. If you already have your banking app on your phone, there’s no download necessary. If your bank or credit union doesn’t offer Zelle yet, just download the Zelle app to get started.

STEP 2

Pick a person to pay.

Once you enroll, all you need to send money with Zelle is the preferred email address or mobile number of the trusted recipient.

 The Hilltop HOA is using our email address hilltop.hoa1993@gmail.com or our phone number 972-285-0137.

STEP 3

Choose the amount to send.

Enter the amount you want to send. Please place in the available memo area your property address or account number. The money will go directly into our bank account, typically in minutes1.

Coronavirus

The Board of Directors recognize that this is a time of great hardship for our community and the Country.  Therefore, the Board has approved a postponement in paying dues of up to 3 months for homeowners who are in financial difficulty due to the Coronavirus Pandemic.  Please contact us by mail or email if you would like to request a postponement.

2019 Holiday Greeting

2019 Annual Meeting Report

The Hilltop Homeowner’s Association Annual meeting happened on October 8, 2019 at 7pm at the Balch Springs Library at 12450 Elam Rd. Balch Springs, TX. Board members present were:

Donna Carter – President

Teresa Potter – Vice-president

 Laura Harper – Budget Coordinator

Only 5 property owners showed up for the meeting. We also had representatives for Steve Tucker, Council Place 6 for the City of Balch Springs there.

The meeting started with the question, has everyone signed in and has an information packet. (select to download Annual Meeting packet)  We then went on to ask if anyone was interested in being on the Board of Directors.  Since there was complete silence we moved on to pointing out that we had lost both advertisers on our billboard and asking if anyone was or knew any one who might be interested in advertising there.  We had several people ask questions concerning size and cost.

We then moved on to reviewing the report of our deposits and expenses for January through October7, 2019 and going over the expenses line by line. A discussion of our taxes and how the Board is working on getting one of the three properties owned by the association redesignated from a building lot to common property.  This should reduce our taxes on this piece of property significantly.  We also discussed the lawyers fees from our effort to push homeowners who are behind in there dues to pay up and how most of the lawyer expenses are paid back by the homeowners as part of there payback amount.

We also reviewed our proposed Budget for 2020, much of our costs have remained stable for the last several years.  We also discussed the plans and cost for resurfacing the basketball court as well as the repair of the sprinkler system at the front entry.

The floor was then opened up for questions.  Most questions were about parked cars and street repair.  It was discussed that we need to be contacting the city about those items and we need to keep contacting the city until it is taken care of.  We also discussed how to contact the city either by calling, you can find that information on our website under City Information or go on line to the Cities website and go to the contact us page.

The Representative for Steve Tucker handed out business cards and the meeting came to an end.
